Update the doceng charter to reflect reality:
- doceng@ is not new at all - clarify two types of doc commit bits - doc is now in SVN - remove stating translators will be added to doceng@ since this text has been there for a long time but it never has been a criterion when inviting members - voting deadline is 2 weeks (however, it is a worst case) for doceng since there are only four members and we need representative numbers for a vote - style fixes With hat: doceng
