Copy the "Common Installation Problems" section from the installation
notes to the installation chapter of the handbook. This is basically a verbatim copy except for changes that were necessary to make the new text build (consisted of removing a few entities and arch= attributes). Subsequent commits will remove questions that (in my opinion) are no longer relevant or recent and adjust whitespace to match the rest of this file.
