Try to fix parts of the "404 - Not Found" disease on our webpages:

Using &base; in www/share/smgl/news.xml currently produces links to non-existing
pages in all translations.  Use of &enbase; for pointing to the english webpages
fixes this.

If a page is translated, translators can use &base; to point to the version
in their native language.
