Point directly to the Release Engineering article, instead of the

abortive Release Engineering chapter of the Handbook.

Now that this is done, and the whole annoying "releng article won't
build on freefall" issue is solved, that chapter in the Handbook can
be axed.

Thanks to those who started cleaning this up in the Handbook while I
was busy dealing with my own life.
