Update and rearrange page. Move tax info section further up, so

people actually see it.  Remove info saying that "more info is
pending", as much of it's already here.

This commit commits the heinous sin of mixing whitespace and content
changes, but nobody has translated it yet, so it's moot.

Next stop: the donations acknowledgements page.
