A few final tweaks to the 2015Q4 report
Mostly surrounding the triage team: emphasize that it is open to the entire community, and remove a non-permanent link. Also deemphasize the importance of "developer", since submission for these reports is open to the entire community. Wordsmith the core report a little to avoid using "lesser" to describe issues.
