Significant updates to the GSoC page for 2009:
- Update 2008->2009. - Add Proposal Guidelines section. - Add many FAQ entries. - Add back automatic incorporation of soc-appropriate ideas to the main soc page; make it clear that other ideas are also welcome. Discussed with: brooks
