Subject: [PATCH] Pull out the porting section by wrapping it in "<![ IGNORE [
 ... ]]>" for the time being.  I'll remove the actual text in a week or so,
 assuming everything's gone smoothly.

Write a quick replacement paragraph that points readers at the Porter's
Handbook.
