079b331ee0 Partially convert the pr-guidelines article to the bugzilla world. This 
is intentionally incomplete as the bugzilla states and categories are
not yet firm, and requires more precise wordsmihing.

87eeda77bd freebsd-multimedia@ and freebsd-xen@ are both now mailing lists, not aliases. 
Also canonicalize xen -> freebsd-xen assignments as it's the latter that is
now used.

dc43212418 Make the distinction between assignee types clearer (mailing list vs. mail 
alias vs. individual).  Provide a crossref to the signup page on the wiki
where individuals can ask for certain issues to be assigned to them by
default.

f54ba8fba6 Bring this article up to date: 
- there is no 'jail' category in GNATS.
 - try to clarify which assignees are mailing lists, and which are
   mail aliases.
 - sysinstall(8) bugs no longer go to freebsd-qa, and haven't for
   a long time.  Just use freebsd-bugs.
 - add entries for autotools, doceng, gecko, hamradio, mono, freebsd-ruby,
   secteam, vbox, xen
 - I found it was no longer necessary to assign junk PRs to anyone in
   particular to move them out of the way, so eliminate that step.

55763422a4 Switch the default assignment of problems with SVR4 or Linux emulation 
to 'freebsd-emulation' rather than 'emulation'.  We had a mixture of
both, which creates duplicate mail to the mailing list.

No objections on:	freebsd-emulation

18a6df05c0 Rework to show that 'threads' and 'usb' have their own categories now. 
Add a column to the second table to show suggested category as well as
suggested assignee.  Add the ACPI and apache mailing lists.

4183982aac Add text about handling unassigned PRs. 
Add text about default assignees and common assignees (specifically
   to address the continuing confusion about assigning to mailing lists
   vs. assigning to aliases).
Add more text about how misfiled PRs occur.
Add more text about how to kill spam PRs.

5fa082b1f8 Simplify parameter entities in doctype declaration. 
Currently we have articles.ent and books.ent, and
for example, articles.ent can be used by putting the
following lines in the doctype declaration:

 <!ENTITY % articles.ent PUBLIC
            "-//FreeBSD//ENTITIES DocBook FreeBSD Articles Entity Set//EN">
 %articles.ent;

This pulls all of the necessary entities via share/sgml/articles.ent.

The translation teams can customize these entities by redefining
the articles.ent file in <langcode>/share/sgml.  See
ja_JP.eucJP/share/sgml for example.

fcb8ffee08 Correct some misuses of "its" and "it's". 
Also expand some contractions of the same, discovered while I was
hunting down the above.

This commit can very likely be ignored by translation teams.

a9e3afd078 Add trademark symbols and attributions: 
- Add trademark tags as needed, generally on first use in each
   article.
 - Add an attribution to the legal section mentioning all trademarks
   referenced.
 - Always use correct case for trademarks.
