c2556ef1d2 Add page listing the blanket approvals that have been granted to 
specific developers in specific areas of the tree, with expiration
dates for the 6.0 code freeze.

39822581ee Make <h1>, <h2>, <h3> tags red by default. This was the intention of 
the original design as it matches with the header and footer, and most
older pages achieve this with longer <font> tags, which can now be
removed.

Many newer pages have black subheadings, but this seems to be through
omission rather than intention.
