The default /etc/newsyslog.conf now only includes files if they end with
".conf" and do not begin with a "." character.

- Remove extraneous quotes from attributes.
- Prefer active voice to passive voice when describing changes.
- Correct a few entries that claimed functionality changed when
the associated changes were changes to the documentation.
- Move the VirtIO V1 comment to the device drivers section and
make it more generic as well as adding missing context for Q35
(it's specific to QEMU).
- Trim the bhyve entries to not include changes already present
in 12.2. Also, don't list bugfixes to previous changes, e.g.
a single entry for VM snapshots is sufficient from a user's
perspective.
- Replace some bhyve entries with broader entries such as support
for LA57 and Hygon Dhyana.
- In the note about the i386 CPUTYPE, shift to present tense
instead of future tense.

Rewrite much of the 486->686 default code generation section. This mostly
improves the wording, but also fleshes out some of the examples given and
provides more examples. Minor typos also corrected.
Attaching processes will now largely retain their cpu masks, which is a
fairly large and notable change from previous releases.

The gitref macro added in commit fb36cfdfb2 handles changes in both src,
doc and ports trees, takes up less space, and is quicker to write, so
update all uses of the commit shortcode.
While here, also update the canonical sample that's commented out.
Also re-arrange some items which were initially placed in the wrong
sections.
Since the shortcode is now no longer used, remove it.
Add release notes for bin/calendar, usr.bin/gh-bc (contrib/bc), and
the new getlocalbase() function in libutil
This is the first commit regarding actual changes of base components
in this document and I'm not sure about the style and format expected.
Feel free to edit and adapt the text from this commit (or let me know
how it should be changed) to make it better align with later additions
to this file.

While here, implement a template for cgit links called 'commit' for lack
of a better term.
This fixes the only build issue with this patch, and has been tested in
Firefox with the run target as well.
