6fb81b7dfb Remove references to Perforce from the website. 
Perforce no longer provides server binaries for FreeBSD and we haven't
used Perforce for project development in several years.

614c937acc Add a note about the phrase 'All Rights Reserved' here to act as a 
mini-FAQ. While volumes could be written about this, keep it breif
and clear at the expense of a few details and irrelvant pedantry.

cf73a5f6dc Remove the fortune file commit policy. Fortune files were mostly deleted from 
the base system and we won't add any more files or content, hence there is no
need to keep this policy around any longer.

051ced19d3 Add an extra paragraph to separate the law enforcement notification from the 
information that should be reported to the committee.  Before, it seemed
confusing so separating these two sentences makes it clear that these are
separate things that do not belong together.

b116b2192f Remove mention of 'meritocracy'. This is a term which incorporates 
several different meanings and it can be unclear which exactly we
intend.  The paragraph is clear enough without it.
