11c21f1cd7 Remove Núcleo Português de FreeBSD from the UserGroups list - their 
listed website no longer resolves, and I can't find any evidence that
they have an alternate website.

e451d6b123 Add a few tweaks to missing-manrefs.sh: 
- In build_manpages(), specify -DNO_ROOT to suppress
   false errors when the 'hier' target gets kicked.

   While here, create a tgz package containing the
   /usr/share/man and /usr/share/openssl to make it
   easier to refresh the man.cgi backend.

 - In add_manref(), work around a recurring issue where
   the add-manref.sh script thinks 'atf-c++-api' is
   a valid entity entry.

   Also fix the section ID passed to add-manref.sh,
   which by the looks of it, should have never worked
   in the first place.

   Use realpath(1) to when passing the target file,
   manual page, and section to add-manref.sh so using
   '.' to specify the current working directory for
   either the path to src/ or doc/ are valid.

3242d1a69a Remove _http_://ftp3.ie.freebsd.org (leaving ftp://). This is another 
shared mirror that is causing windows malware for sourceforge binary
downloads to be attributed to freebsd.org.

d4a316352e Remove _http_://ftp2.uk.FreeBSD.org from the mirror list as it has 
persistent malware on it and it harms the freebsd.org domain reputation.
I'm leaving the ftp link, it's the sourceforge mirror via http that
seems to be causing the problems.

There's more malware on other shared mirrors than this one, but google
safesearch has been complaining about this one for a long time.

162a5dc16d Switch to the recommended URL for the old Google Chart API 
Note that this code uses the old API which is officially deprecated,
however converting this to use the new Chart API will take some time.

84596a3a4f Use &cgibase; rather than hardcoding http://www.freebsd.org/cgi/ 
There are a few remaining explicit uses of http://www.freebsd.org/cgi/
but all of these appear to be outdated e.g. pointing to GNATS) and need
updating.

Switch &cgibase; to use protocol-relative links, rather than hardcoding
http.  Switch two others (ftpbase and ftpbaseerrata) whilst here.

5f5622f0f6 Update the webupdate.wrapper to match the running 
version:

 - Don't assume or hard-code PORTSDIR is in /usr.
 - Set PINDEX_OVERRIDE based on the running OSVERSION.
 - Fetch the ports/INDEX file if ENOENT.
 - Group all exported variables together.
