870b52e945 Rewrite the sections about updating and testing. Mention CVSup and advise 
checking for already-pending updates in GNATS and/or portsmon in the
updating section.  Move the FreshPorts text (formerly specific to testing)
to a more general Keeping Up section, and add text about CVSWeb, the
freebsd-ports mailing list, the build cluster, the distfile survey, and
portsmon.

3cb0ed22ac Rewrite the section on what information needs to be supplied to make 
a good Problem Report.  Add pointers to the new files ports/CHANGES
and ports/UPDATING.  Change some occurrences of FreeBSD to &os; if
they were in the affected lines (another commit will do the remaining
ones).  Suggest guidelines for the often-abused Severity and Priority
fields.  Add a pointer to the categories definition file.  Add the
'threads' category.  Add a warning to include the tracking number on
followups to save creating new, bogus, PRs.

cfe999489b Note that the make.conf example was/is in /etc/defaults/make.conf on 
FreeBSD 4.X, but has been moved to /usr/share/examples/etc/make.conf on
FreeBSD 5.X.

f8297243db This file was repo-copied from handbook/policies/chapter.sgml but 
changes was done to the original after the repo-copy, so merge in
those changes (v. 1.21-1.28).  Since this file has also been changed
since the repo-copy the changes was merge in by hand, so it is not a
straight merge of the changes.

Note: This chapter seems seriously out-of-date.

f36f9fec47 In DHCP section: 
- s/&os&nbsp;4.X/&os;&nbsp;4.X from my previous commit.  make(1) built
