Add entities that expand only to the major number of the FreeBSD

releases mentioned in the web site documents. Currently these map to
the following numbers:
&rel.head.major; 6
&rel.current.major; 5
&rel2.current.major; 4

rel.current does not refer to x.y-current, but to a.b-stable.
...
Add a rel.head entity that carries the correct values for x.y and use
it in the only place that got this wrong so far.

Split includes.sgml into several files in share/sgml/includes.*.sgml, since
...
most of the entities in the files are language independent. The translators
can override them partly, choosing where they want to do so.
