2b425e4e27 Apply some important fixes to the GNOME upgrade script that I really
really really should have applied earlier.

	* On a restart, continue where we left off, instead of removing
all applications and starting over again. The end result will
be the same either way, but if you're not using ccache(1), the
build time can be really frustrating.

	* When the script runs pkgdb(1), pkgdb complains about the
nautilus-media port having been removed. Add a message to
inform users not to worry about it, and to just hit Enter
	  to ignore the error.

	* GNOME_UPGRADE_SH_VER bump.

280592133a Add documentation about the Ports Management (portmgr) team.
policies.sgml gathers together the various policies that portmgr has
promulgated in the past to try to assure the integrity of the Ports
Collection. It is indexed more-or-less in order of the responsibilities
listed in charter.sgml.

qa.sgml explains the work that portmgr does for Quality Assurance (QA)
for the ports collection, both during and between release cycles, to
help increase the visibility of its role.

The portmgr team requests that they be allowed a courtesy review of any
proposed changes to these files.

7b7912487d The charter for the Ports Management (portmgr) team, as approved by
core on 3/12/2005. The contents of this file are under core's discretion.

This replaces www/en/internal/portmgr-charter.sgml.

5909910caf Add a GNOME 2.10 screenshot.
I'm pretending that ahze's 2.9 screenshot is a 2.10 shot. Also,
I'm starting a new screenshot convention, wherein new GNOME versions
go at the top, and new screenshots go at the top. Makes more sense that
way IMHO.

48eb2ae5ce Update to reflect reality:
1. The security-officer alias goes to three people, not four; there is
one member of the core team on the alias, not two.
2. Our set of close working relationships includes DragonFlyBSD as well
as the older BSDs.
3. We usually commit security fixes to HEAD and the security branches
(nearly) simultaneously; there is no longer a significant lag between
disclosure-via-CVS and the advisory being sent out.
