e41190ff32 mike@ has been inactive for about a year, so make some more updates to 
the C99 webpage:
- nectar took care of getpwnam_r(), getpwuid_r()
- bms implemented posix_madvise().
- I implemented fenv.h.
- tjr finished wcscoll() and wcsxfrm() and wide-character conversions
  for scanf().

78e44b0a64 Rework the details about the IEEE OpenGroup Press Release for letting 
the FreeBSD Project Incorporate Material from the POSIX standard.

The OpenGroup have made a Press Release, point to that URL instead of
the one by BusinessWire.

Note, the article by BusinessWire is still archived; simply because
it does not hurt to have it lay around.

6615a01c45 Minor cleanups: 
* correct rwatson's SGML author entity so his name is
	  displayed correctly on the page.

	* mention Rick Macklem, not only his e-mail address;
	  update the last-modified date to reflect this change.

	* fix the task line for the TTY subsystem so it is displayed
	  correctly on the page and also add a `Last updated' date
	  to the task.
