dc281c5a21 In the platform RE's list, only list those that do actual snapshot and 
release builds.  It is assumed that Primary RE's are involved in the entire
process.

cf61a4d756 Kris is no longer on the re@ aliases. It was a failed experiment 
resulting in email overload for him, and it has proved easier for us
to explicitly email portmgr@ for the small subset of our email load
that is packages-related.
