Apparently, igor does not like the occurance of the second <para> in the
<para><note><para> sequence in the abstract. Replacing it with something else
makes the file not pass the DTD checks. Err on the side of letting the file
compile, leaving a couple of igor checks unresolved.
Overall, the docbook xml source in this file should be much cleaner now.
In particular, a lot of spaces were replaced by tabs, indentations were
corrected, two spaces after a setence stop were added, and titles where
capitalized when needed.
I've kept the "redundant markup and words" and contraction errors as they
were, in order not to change the historical text and the original author's
words.
The claim that there were no "substantive" commits to this
article are made without any knowledge of internals of re@.
Several parts of the removed content is still relevant for
8.x, which we do still support.
Furthermore, this particular article, outdated or not, falls
under RE territory, and these drive-by commits were not
approved.

The primary purposes are to clean up duplicated author definitions in
both share/xml/authors.ent and share/xml/developers.ent, and as a added
bonus simplify writing up author names/email addresses in web pages.
Apart from merging developers.ent into authors.ent, removing the former,
and updating the Committers Guide there should be little user-visible changes:
- a.portmgr renamed to a.portmgr.members
- a.doceng renamed to a.doceng.members
- team.re renamed to a.re.members.email and moved from
share/xml/freebsd.ent to share/xml/authors.ent
- a.core updated and moved from share/xml/mailing-lists.ent to
share/xml/teams.ent
- share/pgpkeys/{addkey.sh|README} updated
Translations are untouched except for build fixes.
