36a03796d4 Rearrange tasks from the previous commit. Also change < to &lt; and >

f52778b85b Based on some verbal feedback from colleagues; 
De-emphasise the fact that we use GNATS.  Some people have assumed that
GNATS is something they have a problem with, not a tool that we use.

Add some additional information about what a PR is, and why it's not
necessarily a bad thing.

Include an additional link to send-pr.html where it seemed appropriate.

701b919f50 Update schedule with our progress. Delay release by 2 more days. 
We're not ready to release tonight.  We need :

    * a repo copy of 16 ports files (cvs@ pinged again).
    * resolution to sysinstall/X11 issue (O'Brien is working on this).
    * more testing with the final package set.
    * more ata(4) testing.
