cfb229df07 Prepare to have the 9.1-RELEASE schedule appear on the Web. Since this 
is my first pass at adding stuff in the new SVN world I'm not hooking
this up to the build yet.  I'll wait a day or two to see if anybody notices
something wrong before I hook it up to the build.

1297aa5819 Fix the script that generates the multimedia files on the website when 
parsing "overview" URLs consisting of multiple parts - for example a URL
containing an "&amp;".  Due to what appears to have been a copy/paste
error, these URLs would be broken in the rendered output.

This is the root cause of the invalid rendering of the link in the third
URL added in r38972, that commit itself was correct.

2f29f33785 - SGMLify the wiki's 'Why Use FreeBSD?' article into a new article in the 
advocacy section of the website.
- Add the new article to the Makefile.
- Add a link to it and some description of it to the advocacy index.sgml.

1edcd0f681 Update the doceng charter to reflect reality: 
- doceng@ is not new at all
- clarify two types of doc commit bits
- doc is now in SVN
- remove stating translators will be added to doceng@ since this text has
  been there for a long time but it never has been a criterion when
  inviting members
- voting deadline is 2 weeks (however, it is a worst case) for doceng
  since there are only four members and we need representative numbers
  for a vote
- style fixes
