6f0813b25d - For non-English pages generate the enbase entity, as well, not just base 
- Remove inline declarations of base and enbase entities since they
  are generated automatically in autogen.ent

7309567487 New core-secretary PGP key. The previous one has been in use for 10 years, 
so with the rotating of the core team and a new core-secretary, it seems
a good time to generate a new key.

The new key has been signed both by myself, and by the old core-secretary
key.  The old key will be retired in due course.

7ecfdedeab Consolidate multiple SVN menus into one now that the SVN repository 
contains source, doc, and ports.

Based on jgh's diff, but modifies both the static header and the CGI
program that generates the header for dynamic pages.
