f08bb99ab7 Add an embryonic Gnats.pm that will collect variables and subroutines 
related to querying GNATS together, in order to aid with the upgrade to
GNATS 4.

Switch over dosendpr.cgi and query-pr.cgi to use it.
query-pr-summary.cgi to follow.

e528fb40d7 Remove Replicon Inc., their product is not a native FreeBSD 
application: the server side works on Windows, the client side is
a standard web access (therefore, note you can obviously use this
part on FreeBSD).

338c82aa86 Reason #42 why I'm not a doc committer: 
The entries were sorted by completion status before I mucked around
with them.

While restoring the invariant, chown the fenv.h task from fenner to
me, since I'd like it to get done and I couldn't reach him by email.

b0c3856a5f Remove plain html navigation and replace it with xml/xslt based navigation 
So navigation is now maintained through navigation.xml.
This makes adding links very simple now.
