cf5e794695 Update tier info for MIPS and sparc64.

b6c930be29 Due to circumstances beyond his control, marius@ has decided

fc3d8d111f Fix link to the FreeBSD Journal on the front page of FreeBSD.org 
After the refresh of the FreeBSD Foundation's website, some links changed,
which caused the link from the FreeBSD.org front page to the Journal to not
make the proper redirect anymore. Change the link to point to the new
location.
