Robert Watson c4d15192c9 Forced commit to provide more detail for commit message for ... ideas.xml:1.38: The syncer project idea is being removed because the current idea fails to reflect the high level of complexity and interdependence with other subsystems, and the specific strategy identified in the idea is not the consensus view on the way forward. We will hold a buffer cache strategy session at the devsummit to try and iron out a plan forward, and can re-add specific items generated by that group to the ideas list once agreement is reached on direction.
