59b02d3f40 Tweak the Tier policy and wording slightly to match current reality. 
Also, move ia64 to Tier 4 status starting in FreeBSD 11. Keep it in
the Tier 2 status category until FreeBSD 10 ages out of support.

Consistently use Toolchain maintainers (plural) and adjust surrounding
verbs, etc to match.

b544187783 stop comparing to CVS 
Finish the job of r45149 and remove reference to now undocumented 'better
features' of CVS.

Remove note about difference between location of www repo between CVS
and SVN: we switched long enough ago now that it doesn't matter.

Remove additional comparisons to CVS which likely don't matter to committers
anymore.

7621bec9f3 Add instructions on creating an OpenPGP key. Also add a checkkey.sh 
script that can be used to test keys for minimal security requirements.
A long list of people helped with this.  In particular, Michael Lucas
and David Wolfskill contributed many corrections and suggestions.  I
started the script based on the addkey.sh script, and David Wolfskill
worked it into something usable.  After more testing, the text can
suggest using it to check keys before committing them.

ee4b3bc705 Split out and expand upon the committer guide's discussion of commit logs. 
Some discussion about how to write an appropriate commit log description should be included.  The section currently only discusses the 'meta data'.

1d9bea10ed Merge the projects/entities branch into head/ 
The primary purposes are to clean up duplicated author definitions in
both share/xml/authors.ent and share/xml/developers.ent, and as a added
bonus simplify writing up author names/email addresses in web pages.

Apart from merging developers.ent into authors.ent, removing the former,
and updating the Committers Guide there should be little user-visible changes:
- a.portmgr renamed to a.portmgr.members
- a.doceng renamed to a.doceng.members
- team.re renamed to a.re.members.email and moved from
share/xml/freebsd.ent to share/xml/authors.ent
- a.core updated and moved from share/xml/mailing-lists.ent to
share/xml/teams.ent
- share/pgpkeys/{addkey.sh|README} updated

Translations are untouched except for build fixes.

8ce29fd673 Change 'svn switch --relocate' to 'svn relocate'. 
Use &os; in reference to $FreeBSD$ version string.
Rewrite some sections that had defined svn operations in terms of
what CVS did so they can stand alone.
Remove confusing reference to 'svn rmdir', which does not, in fact,
actually exist.

4255d4b1d6 "svn move" is not identical to "svn copy, svn remove" since 1.8. 
In particular, the move is recorded within the working copy (although not on the server).
