c174772522 Update the Polish mailing list to the list at bsdguru.org, since 
majordomo@pap.waw.pl doesn't respond.

Remove the Polish Web Resource, since it's now a GNU mirror.

cbcdd86faf I think the Conspectus was well intentioned, but there wasn't any follow up 
on the idea.  Nuke said paragraph.  While here, add a link to Mailman's web
interface that way it's only two clicks from the mainpage to get to the list
of mailing lists available to the community.  www_usability++

1bc7b4db03 o Change all Portuguese entries to Brazilian Portuguese since they 
are related to pt_BR not pt_PT even though both are still Portuguese.
  This follows the doc repo pt_BR.ISO8859-1 naming trend. Reorder
  entries as necessary.
