Rather than maintaining multiple separate lists of "current" projects
just point people to the wiki. The deleted page already does this as the
first item anyways

- remove the TODO pages for the creation of the 2nd and 3rd
edition of the FreeBSD handbook. Both projects have been
completed and the TODO pages are not useful except for some
historical archeology. For this use case, VCS and archived
copies of old pages are sufficient.
- Move files under <lang>/htdocs/share to <lang>/share.
- s/WEB_PREFIX/DOC_PREFIX/
- Update the webupdate script to use the SVN repository.

information in the www and the doc directory.
