Michael Lucas 0bf87d66b4 New FAQ: "How do I contribute to FreeBSD?" Answer with a pointer to 
the "How to Contribute" article.

Strangely, this has never made it into the FAQ before... we have
specific variants, i.e., "How to contribute kernel extensions", but
nothing on generically contributing.  This should probably supplant
more specific FAQs.
