Dru Lavigne 7ce371548e Remove 23.3. Portsnap: a Ports Collection Update Tool as most of this content is already in 
Procedure 5.1 of 5.5. Using the Ports Collection.
The next commit will ensure that Procedure 5.1 is not missing any pertinent details that were covered by this section.
