Alexey Zelkin d92e108e21 Partial import of the handbook translated to Russian language. It 
still under translation, but per Nik's request I decided to periodicaly
publish complete work to main source tree.

I don't connect this directory to build because of some problems with
SGML and many not translated chapters yet, but Makefile which should
build handbook itself will be committed soon.
