c298f199e5 Add freebsd-test to the list of mailing lists. I'm not sure why this 
wasn't here before, but hopefully it'll serve as the equivalent of
forehead stapling and get people to stop spamming actual lists with their
test messages.

8a4f86345d Split up the "limiting and personalizing users" section into 
"limiting" and "personalizing".  Talk about resource limits via
login.conf in the former, and leave the latter with a link to the
localization chapter.
