needs to be refered to often.  Thus don't hide it so far down on the web
page.

0df663f8f5 Replace a (broken) link to ../handbook/staff.html with

This problem was reported at www.jp.FreeBSD.org, which uses the
(almost) same CGI script as www.FreeBSD.org.
