log in because of a missing shell. When shells like bash are on different
paths (/bin/bash vs. /usr/local/bin/bash), entries need to be created in
/etc/shells and proper symlinks set to make this work.

Update the Committer's Guide
- section 21 covers much of the same areas as the new Code of
Conduct, but the CoC is authoritative. Update wording where
there is some disagreement.
- Add a new section on Privacy and Confidentiality which was felt to
be too committer specific to go into the general Code of Conduct.

Several people noted that the upcoming leap second is not unusual.
Reword sentence to be a reminder that the upcoming leap second will
occur during a business day in some regions.
Add UTC time zone to date and time of upcoming leap second.
Also, mention the compatibility between shells with regards to scripts.
Two other xml tag inconsistencies were fixed.

Also, move ia64 to Tier 4 status starting in FreeBSD 11. Keep it in
the Tier 2 status category until FreeBSD 10 ages out of support.
Consistently use Toolchain maintainers (plural) and adjust surrounding
verbs, etc to match.
The claim that there were no "substantive" commits to this
article are made without any knowledge of internals of re@.
Several parts of the removed content is still relevant for
8.x, which we do still support.
Furthermore, this particular article, outdated or not, falls
under RE territory, and these drive-by commits were not
approved.
