ad614bb4d6 Revert r51386, re-enabling building status.png. I believe I have 
fixed the underlying problem on the web build machine that was
generating errors.

Thank you to hrs@ for disabling this until it could be investigated,
and to bjk@ for emailing admins@ about the problem.

2117f13966 Remove sample contents from the status report README 
Now that we have report-template.xml to hold a canonical report
template, there is no need to carry this duplicated content around
anymore -- it could only get stale.

3b00ee96ec Belatedly publish the 2017Q3 status report 
It seems this step was inadvertently skipped before the email version
of the report was sent out.

Link from the status report main page and update the next-due date
(including the extension).

Also add a news entry for the report, backdated to the date of the
announcement email.

2afb477b27 handbook: remove instructions for NPAPI plugins 
- Neither Firefox nor Chrome support NPAPI plugins anymore and as such
  the instructions to install them are not applicable.
- Tell users of opera to install the plugin directly rather than
  redirect to Firefox's instructions. I have not validated that this
  still works. Google shows mixed information for Opera's NPAPI support.
- While here remove an extraneous word 'new'
