001dbdf45d Update the Subversion Primer in the committers-guide: 
- Explains the current state of the svn exporter, specifically that
  it should be viewed as legacy, and will not remain forever.
- Drop the one and only reference to csup.
- Drop the inclusion of the CVSup trademark attribution, no longer
  required since r40063.

6117c1277e Updates to the Committer's Guide to reflect the CVS->SVN Documentation 
repository conversion:

- Replace "Main Subversion Root" with "src/ Subversion Root", and add
  and equivalent entry for the doc/ tree root
- Replace "Main CVSROOTs" with "ports/ CVS Root" and remove the listing
  for the doc/ CVS tree
- Specify the src/ tree in a listing of noteworthy branches
- Update an example to use "pcvs" instead of "dcvs"

3f10b7efb2 Update the committers-guide article to reflect the Documentation 
CVS->SVN conversion:

- Remove references of 'dcvs' from the VCS Operations Guide
- Fix the date the src tree was moved from CVS->SVN while here
- Add the date the doc CVS->SVN conversion was officially complete
- Add doc-specific notes to the Subversion primer
- Document that, though the Subversion Primer is written with the src
  tree in mind, the underlying concepts are the same

6d33c08c04 Clean up the "Administrative Details" section of committer's Guide: 
- Force column width to improve rendering.
- Remove a number of pieces of information which is either obsolete or
  just not important. This includes removing reference to using telnet
  which was already obsolete when I got a commit bit in 2003...
- Point people at freefall.
- Remove the hardcoded lists of members of cvsadm and GNATS admins -
  this just duplicated administration.html and new committers should
  not need to bug the two teams so often that they need to be pointed
  out more than the many other active administrative teams. [1]
- Point at dcvs and pcvs for CVS repo's, as those are still in use by
  developers.
- Don't use entities for internal mailing lists which expands to the
  names as the result is just confusing and not useful. This part
  should probably be changed to be a section with more text instead of
  trying to include most info inside a table.
- Add information about portmgr monthly reports.
- Add a few links to some useful internal pages with more information.
- Misc minor text cleanup.

04a2a0d93f Per recent discussions in core, commit the updates to the tier 
document as posted to the developers list about three months ago.
Some comments from that time have not been addressed, but will be in
subsequent commits.  I had hoped to get them all ironed out before,
but I've been too swamped.

If you have additional comments, please feel free to send them to me.

This recognizes that FreeBSD is increasingly being used in embedded
targets and starts to define what is expected of these embedded
targets at different tier levels, and recognizes that we may do
releases for them differently than we do for server/desktop.

Prevent, but it is not very easy to find out how they register,

9c7740b287 Generalize this article to include information about developers who are 
not committers, since only a subset of the information here applies to them.

To date, this has only included people who have been given GNATS access
without a commit bit.

The refactoring of the text is admittedly awkward, but anything else
would probably be a significant rewrite.

be122238a0 Describe and recommend the use of the LATEST_LINK variable in 
the Committer's Guide ports repo-copy section and in the package naming
section of the Porter's Handbook.  In the end, I wrote something that
turned out quite a bit different and somewhat more long-winded than
the suggestions in the PR, but LATEST_LINK was not documented anywhere
until now, so there :)

e54cf223f7 Clean up sample BSD license in Committer's Guide to match the one in 
/usr/share/examples/etc/bsd-style-copyright.  There were a number of
minor wording and formatting differences.  Provide it in C source
code format.

Add text talking about non-BSD licenses in the tree, including
limitations.

Add a paragraph adding strong caution when it comes to intellectual
property, pointing at the core team as a contact for any problems.

179b5db8d8 - A ports freeze is not a ports lock for tagging, so it takes 
a bit more than "an hour or two".
- The explenation of what needs approval and what not, during
  a freeze was ambiguous, so clarify that all patches need
  approval during a freeze.
While here:
- Add some links to the Portmgr Quality Assurance page.
- Use "the ports management team" instead of "the ports
  manager" as we're more than one person and have been
  for quite a while.

22d00e050e Add a tip about the -F option of `cvs commit' that can be used to 
speed up commits, avoid locking parts of the CVS tree for a very
long time and lets the committer take his time when writing the
commit message.

Hopefully, this way the quality of commit messages is easier to
control and we'll save ourselves some of the problems that can
result from hickups of the CVS repo-locking mechanism.

5fa082b1f8 Simplify parameter entities in doctype declaration. 
Currently we have articles.ent and books.ent, and
for example, articles.ent can be used by putting the
following lines in the doctype declaration:

 <!ENTITY % articles.ent PUBLIC
            "-//FreeBSD//ENTITIES DocBook FreeBSD Articles Entity Set//EN">
 %articles.ent;

This pulls all of the necessary entities via share/sgml/articles.ent.

The translation teams can customize these entities by redefining
the articles.ent file in <langcode>/share/sgml.  See
ja_JP.eucJP/share/sgml for example.

84f8ee0a15 Use relative URLs when URL_RELPREFIX is defined and URLS_ABSOLUTE 
is not defined.

- URL_RELPREFIX must always point the top page's URL
  (http://www.FreeBSD.org) in relative form, defined in Makefile.

- &url.base; can be used in doc/<langcode>/*.  It will be
  replaced with the real URL which points the top page.

For translators: Please make sure to define URL_RELPREFIX to
point the top page.  The localized docs have different directory
hierarchy in its URL from the English version.
