a714595969 Tweak Tier-1 description to not require Tinderbox by name. 
Instead, just require build and testing automation of some form (e.g.

42034e68c1 Add an initial chapter about creating man pages. Much remains to be 
added, but at least there will be a place to add it.  And of course
