111aa5ef09 Update the usergroups pages. 
o Remove SeaBUG, it's been down for at least 5 months
o Re-add VicFUG, it's come back
o Revert the change I submitted (rev. 1.63) to change the GTABUG
  URL from gtabug.ca to gtabug.com - gtabug.ca is back, and is more
  up-to-date than the .com.

39d03fceaa - More tweaks on make a lot easier for the users that are too new to GNOME to 
understand it. Point the users about we have a few of GNOME meta-ports that
  aren't easy to find in the search engine. [1]
- Add two links of GNOME development platform and Planet GNOME under the
  Resources section.
