f855d5d160 Update the 11.0-RELEASE schedule to reflect the KBI is now frozen 
as of 11.0-ALPHA5.

No further KBI changes will be allowed for the duration of the
11.0-RELEASE cycle, and the lifetime of the stable/11 branch.

All Certificate Authorities now require 2048 bit keys with SHA256 hashes
