Of these,
simon still has a docs bit, kuriyama still has both ports and docs commit
bits, while fjoe has a ports commit bit, so those three have not been added
to develalumni yet.
agc, torek and venkat have apparently never committed anything despite having
been awarded commit bits. None of these last three have an entity set up in
authors.ent either, so I've left them out of the alumni list.

Remove links to translated versions of the website for unmaintained translations
...
The only website translations that have been updated in the last 2 years are
German and Japanese. Some of the download pages in these translations offer
FreeBSD 2.2.8 and 3.4, builds for Alpha, or 11.0-RELEASe for pc98 because
the pages have not been updated.

Update to r49829:

Add a short section 4.5.3.1, "Tools To Upgrade And Manage Ports".
This removes the assertion that only portupgrade or portmaster
are suitable for upgrading ports, and provides a framework for
discussing more alternatives as they become available.
Synth is mentioned as an alternative. A subsequent patch will
be put up for community discussion.
While here, clean up some duplicate and awkward wording.

Shuffle some text in the ports section of the Handbook.
The presentation assumes more knowledge on the part of a new user to
FreeBSD than it should.
In good writing, concepts should always be introduced before being
discussed. The current presentation mixes them. The new order introduces
applications, then ports, then packages, and then elaborates on the
difference between packages and ports.
90% of the content is merely moved. Some editing for clarity is included.
