Mark Linimon 7f9ca5dcf9 [ports committer:] in a few cases, the Handbook introduces a concept, 
elaborates on the concept, and then justifies the reason for the concept.
This make the document read a little bit strangely.  This fix switches
the latter two.  Very little new text is introduced, just some rewording.
