9c7740b287 Generalize this article to include information about developers who are 
not committers, since only a subset of the information here applies to them.

To date, this has only included people who have been given GNATS access
without a commit bit.

The refactoring of the text is admittedly awkward, but anything else
would probably be a significant rewrite.

96eb6af541 With input from kris, substanatially overhaul this article. Reflect the 
discontinuation of 4.X and alpha packages; document the few times that
full builds are done; document what you need to do with incomplete or
failed builds; better document how to interrupt a build; add writeups
for the new status scripts; and add a section on Dealing With Build Errors.

b91caaf045 Add a note that the recommended way to do regression testing is the ports 
tinderbox.  This should greatly expanded.

While here, clean up a brain-o in the POLICIES-MAINTAINER crossref.

ec51c1d99c Deprecate chroot(8) as a way of testing ports, in favor of installing a 
ports tinderbox.

Clarify that port updates should be via diff(1), not shar(1).

Cross-reference the Updating section of the Porter's Handbook.

59d9ce79e2 Rework sysinstall steps here, users are no longer asked about true 
partitions at this stage.  Tested only on i386 but the code seems to
only ask in the i386 and amd64 cases.

95b216792f lang="mn" can't work on the FreeBSD Cluster machines yet. 
It requires a recent build of dsssl-docbook-modular, which
we can't install just yet.

This should fix the recent doc-build breakage.
