2001 and published to developers@ and ports@ to the internal handbook.
Portmgr has been operating under this charter since then, but people
were having problems finding this in the email archives. Add it to
our internal page so that people no longer have this problem.
I'll also note that core.2 intended to give a very borad range of
powers to portmgr@ to manage the ports tree, while retaining the
ability to clarify and refine the charter over time.
fixes to make it a bit more in line with standards for formatting in
a few places. I broke with standards for the table header entries but
I think this format will help people make sure they get the right number
of entries for the rows - this format for the <th> entries matches what
all the other row definitions wind up using for the <td> entries.
my laptop became fairly useless for hacking purposes. I've also managed to
dig up another Ultra60, currently serving as doorstop without processors or
disks.

some bugs of the text-mode listings of the Gnats database:
- Shave 2 characters out of the submission date, by removing the
enclosing [] pair.
- Increase the width of the tracker field. It should now be wide
enough until PR standards/999999 (which is, hopefully, a very
long time).
- Decrease the width of Resp. to 10 characters, as the longer name
is now a bit shorter (after the removal of 'freebsd-' a while
back).
- Shorten the 'Description' a bit, to keep the entire listing at
less than 79 columns (which IIRC was broken by me in revision
1.45, during the split of HTML/text output in separate functions).
