The double negative is sort of obvious: "not linking with GPL
code is not a GPL violation" (and cannot be). It is the case of
_linking_ dynamically with GPL code that we are interested in.

subsentences, fix a batch of typos [1], replace literal "quotes" with
<quote> elements so we get Greek quotes for inline quoted terms,
capitalize `Lite' in `BSD 4.4-Lite', and add a `Local variables' section
near the end of the file so it opens with the correct coding-system when
edited with Emacs.
