d0dbb873d9 Minor changes to the page on the new account process: 
- Remove references to CVS, everything is in Subversion now
- The "mentors" file is used in the ports repo, as well as in src/doc
- Commits to "access" should include the new committer's username

210bc57dde Update the new-account page to not ask for a master.passwd line. We don't 
use that anymore.  Mention UTF-8 with a caution.

aaf51b5e94 Update the "internal" part of the website to: 
- Stop encouraging people to mirror the FreeBSD web site
- Update the instructions to use csup rather than cvsup
- Remove details for compiling cvsup
- Stop linking to pages which no longer contains info on cvsup
- Fix the instructions
- Remove incorrect info about how often the FreeBSD website updates.

This page can probably just be removed, but until then it can at least be
correct.

1edcd0f681 Update the doceng charter to reflect reality: 
- doceng@ is not new at all
- clarify two types of doc commit bits
- doc is now in SVN
- remove stating translators will be added to doceng@ since this text has
  been there for a long time but it never has been a criterion when
  inviting members
- voting deadline is 2 weeks (however, it is a worst case) for doceng
  since there are only four members and we need representative numbers
  for a vote
- style fixes

- Move files under <lang>/htdocs/share to <lang>/share.

- Repocopy from www/<lang> to head/<lang>/htdocs to eliminate duplicate
