832f422ce5 Synchronize the docbook.css stylesheet with what exists 
in the doc/ tree, which fixes a number of rendering nits.

a9e4ca56eb In build_manpages(), evaluate the 'package' variable which, 
if zero-length, turns on NO_MLINKS mode for comparing against
man-refs.ent.

After processing (and updating man-refs.ent if needed), run
build_manpages() again without NO_MLINKS, which then produces
an archive containing manual pages that are installed as hard
links (MLINKS), such as tar(1), sound(4), etc., which people
do expect to be available on the website.

85e670a54e Add 10.1-STABLE to the list of development snapshots. 
Note, 9.3-STABLE is intentionally excluded since there
will not be any further releases from stable/9, despite
snapshot availability.

Add a 'Documentation' section to the 'Development
Snapshots' section, providing a URL to the changelog
for 11-CURRENT and 10.1-STABLE.

40c24e33ed Fix direct links to the clang and libxo reports 
Newlines within the <title> element are retained and processed into
HTML-encoded newlines in the anchor ids, which do not function as
desired.  Thanks to Mark Eichin for the diagnosis.

While here, un-wrap a couple of <url> elements, as the hover-text
renders poorly when newlines are included there as well.
