3f10b7efb2 Update the committers-guide article to reflect the Documentation 
CVS->SVN conversion:

- Remove references of 'dcvs' from the VCS Operations Guide
- Fix the date the src tree was moved from CVS->SVN while here
- Add the date the doc CVS->SVN conversion was officially complete
- Add doc-specific notes to the Subversion primer
- Document that, though the Subversion Primer is written with the src
  tree in mind, the underlying concepts are the same

35babe0ae5 - Set svn:ketwords and svn:mime-type. Note that application/octet-stream is 
set on some files as a workaround for binary check.

3222a693bd Partial merge of www/en/where.sgml 1.122 to fix the ftp URLs to 9.0-RELEASE. 
This is a minimal merge just to fix the links, the rest of r1.122 (relating
to showing three concurrent releases on the page) will be merged by the
French translation team in the future.
