86b72726db Add a new rule to the committers: respect other contributors as well. 
There has been plenty of discussion about how to actually ratify
such rules, but nobody has opposed this specific rule (which is a
good show of maturity btw).

In the end the conclusion is that this is not really any different from
the rest of the tree: If it makes sense: commit it, if it creats an
uproar, back it out and paint the bikeshed.

2595ff3b9a Turn on the generation of links to the man->HTML gateway. 
Provide a function which, given the manual page name and the section,
returns the URL of man->HTML gateway to select the correct page.

Translation teams should adjust this as necessary for their language
specific freebsd.dsl so that the man pages that come up are in the correct
language.

8e5b858d5b Add a new variable, %refentry-xref-link% which determines whether or not 
man page references (&man.ls.1;, etc) are converted in to links to the
man->HTML CGI on freebsd.org.  Defaults to off.

Redefine the code for the <citerefentry> element to use this variable.

e6e620e787 Separate the Alpha arch test and the OPENJADE test. This also gets 
"OPENJADE" exported in the Alpha case so it matches the non-Alpha case.

d91a3040a2 Update my GPG key with 12 new signatures from the Purdue Linux Users 
Group Installfest on March 3rd, where I and other BSD geeks converted
a few more folks to FreeBSD with the help of BSDi FreeBSD cd sets.  :-)
Also, I removed some of my uid's so this won't be in sync with what's on
pgp.mit.edu anymore *sigh*.  The public key can also be obtained from
``finger will@physics.purdue.edu'', for those who are so inclined.

c42a7be6a4 Import the translated OpenSSH man pages from 
<http://tanaka-www.cs.titech.ac.jp/~euske/doc/openssh/>.
These works had been done by Yusuke SHINYAMA-san; thanks!

Changes for FreeBSD jpman:
- add FreeBSD and jpman specified tags.
- add notation about original translator and address to send reports to.
- change some config-file pathes and notations to be fit with
 current FreeBSD.
